Austin Hays is an Associate at Harpoon where he performs technical due diligence, product evaluation, and drives content creation for portfolio companies. Prior to Harpoon, Austin advised defense and special project teams at BMNT and Booz Allen Hamilton for product market fit. In addition, he helped internal teams build custom products using data analytics and natural language processing driving efficiencies.
Austin holds a joint degree in Mathematics and Computer Science from the Massachusetts Institute of Technology. At MIT, he performed core research in astrophysics and machine learning.
Larsen Jensen is Co-Founder and Managing Partner at Harpoon and is one of Silicon Valley’s emerging leaders with a track record of investing in enterprise and consumer IT companies, with a particular interest in federally applicable startups.
Larsen began his venture capital career at Andreessen Horowitz and more recently served as a Partner at Lightspeed Venture Partners. Prior to his move to Silicon Valley, Larsen was a U.S. Navy SEAL Squad Commander and Cross Functional Team Leader. Larsen brings experience in private equity, through his time at Goldman Sachs in New York, and wealth management through his time at UBS and Citizens Business Bank.
He is also a two-time Olympian and Olympic Medalist in swimming, and holds degrees from the University of Southern California and the Stanford Graduate School of Business.
William Allen is Co-Founder and Managing Partner at Harpoon and is a leading national security voice on commercial technology integration into future war concepts.
After serving 10 years as a U.S. Marine, William joined the Center for New American Security as a researcher studying unmanned and autonomous systems. He then accepted a position in the U.S. Government monitoring foreign direct investment into target geographies before joining Deloitte & Touche, where he conducted intelligence integration, defense budget analysis, and rapid acquisitions while advancing a number of R&D projects for national security clients. He brings Congressional engagement experience to Harpoon through his time at the Massachusetts Institute of Technology’s federal relations office in Washington D.C.
William is a Fellow at both the Aspen Institute and the Truman National Security Project, and his writing on international security policy has been featured in publications including the Small Wars Journal, Maritime Security Review, Center for Int’l Maritime Security, Signal Magazine, and more. He holds a bachelor’s degree from Wheaton College and a master’s degree from Columbia University.
Chris O’Connor is a Partner at Harpoon, specializing in the development of federal go-to-market strategies for emerging technology startups. He gained a deep understanding of procurement strategy as an acquisitions officer in the Air Force, and later in the Government Solutions division of AT&T. Chris then joined BMNT as Director of Aerospace, where he helped national security organizations develop disciplined innovation processes, transforming their ability to rapidly leverage commercial advancements.
Chris holds an engineering degree from the U.S. Air Force Academy and an MBA from the University of California, Los Angeles.
